Three refusals, three different subjects
A refusal is easiest to read by its subject. When the message names the file, a resident security program acted, and the installer is usually sitting in that program’s quarantine rather than lost. When it names an unrecognised source, the operating system launch filter acted: the file is intact and the decision has been handed to whoever is using the computer. When it names a policy, the machine is administered by somebody else, and downloading the file again changes nothing at all — on a work or shared computer the browser platform is the route that needs no install.

The first refusal is about the file as an object. A resident scanner can move a freshly saved installer into quarantine, and from the download folder that looks exactly like a download that never finished — the file is simply not there any more.
The distinguishing mark is the wording: the message names a file, sometimes a detection label, and it comes from a program that is not part of the operating system. Downloading the same file again reproduces the same outcome, because nothing about the file has changed between attempts.
The launch filter asks where the file came from
The second refusal happens later, at the moment of running rather than saving. Windows shows a notice about an unrecognised source and keeps the run control behind an extra click; macOS declines to open the file and points at a system settings pane where the decision can be confirmed.
Here the file is intact and present, and the sentence is about its origin rather than its contents. Nothing is quarantined, nothing needs downloading again, and the decision belongs to the account currently using the computer.
The computer itself objects
The third refusal is not about this file at all. On a work laptop or a shared machine an administrator can forbid installing software, and the message names a policy or an administrator rather than a file or its origin.
This is the only one of the three that cannot be resolved by anything done to the download, and it is also the one with a clean way around it: a browser platform runs without an install, so a machine that refuses installers can still reach the same account.
Reading the refusal before repeating the download
- Read the subject of the message: a file, the origin of that file, or the computer itself.
- A message naming a file means a security program acted — look in its quarantine list before saving the file again.
- A wording about an unrecognised source means the launch filter acted — the file is present and the details of the notice hold the decision.
- A policy or an administrator means the machine is not yours to change, and another download will end the same way.
- When the machine cannot be changed, reach the account through the browser platform, which installs nothing.
Only the first of the three is a reason to download the file a second time.
